Quebec business immigration: Investor, Entrepreneur and Self-Employed Worker programs
Official name: Programme des investisseurs; Programme des entrepreneurs (volets 1 Entreprise innovante, 2 Démarrage d'entreprise, 3 Repreneuriat); Programme des travailleurs autonomes
Quebec selects business immigrants itself (Quebec Selection Certificate), then IRCC grants permanent residence. Quebec's pages say applications can be submitted at any time with no cap for the investor, entrepreneur and self-employed worker programs. All require French at oral level 7. Investors need CA$2,000,000 net worth, two years of management experience, and a five-year CA$1,000,000 placement plus a CA$200,000 contribution; self-employed workers need CA$100,000 net worth and two years of self-employed experience.
