Quebec Skilled Worker Selection Program (PSTQ): Quebec Selection Certificate, then federal permanent residence

Official name: Programme de sélection des travailleurs qualifiés (PSTQ) / Skilled Worker Selection Program

Quebec selects its own skilled workers. Candidates submit an expression of interest in Quebec's Arrima portal; Quebec's immigration ministry invites the highest-ranked candidates by stream. Invited candidates apply for a Quebec Selection Certificate (CSQ), then apply to IRCC for permanent residence as a Quebec-selected skilled worker. There are 4 streams, and most require French. Quebec's invitation page was updated on 22 Oct 2026 and describes invitations as ongoing.
