Recognition of refugee status
CONARE, Decreto 1067 de 2015 · Official name: Procedimiento de determinación de la condición de refugiado
People in Colombia who fear persecution in their own country can ask the Ministry of Foreign Affairs (Cancillería) to recognise them as refugees. The Advisory Commission for the Determination of Refugee Status (CONARE) studies each case and recommends a decision to the Ministry. While the claim is pending, Migración Colombia issues a safe-conduct (salvoconducto SC-2) so the person can stay lawfully.
