Permanent residence permit / residence permit for long-term EU residents

After five years with a Dutch residence permit for a non-temporary purpose, non-EU nationals can apply to the IND for indefinite residence. The IND first checks the EU long-term resident permit (type V); if that is not met it checks the national permanent residence permit (type II), and otherwise extends the current permit. Both require meeting the income and civic integration requirements.
