International protection in Türkiye

refugee, conditional refugee, subsidiary protection · Official name: International protection under the Law on Foreigners and International Protection No. 6458

Türkiye runs its own asylum procedure under Law No. 6458, handled by the Presidency of Migration Management and provincial governorates. There are three statuses. 'Refugee' covers people fleeing persecution from events in European countries. 'Conditional refugee' covers people fleeing persecution from events outside Europe; they may stay in Türkiye temporarily until resettled to a third country. 'Subsidiary protection' covers people who are neither but face the death penalty, torture or inhuman treatment, or indiscriminate violence in armed conflict if returned. Applications are made in person to the governorate. Syrians are covered by temporary protection instead (separate record).
