Law LRU-692 of 4 June 2021 says foreigners and stateless persons may permanently reside in Uzbekistan and must register at their permanent address. Registered permanent residents receive an identification card. Groups listed in Article 9 include holders of a permanent residence permit, real estate buyers and qualifying investors and their families.

Eligibility

  • Permanent residence (Art. 7)

    Foreigners and stateless persons may permanently reside in Uzbekistan and must register at their permanent address; registered persons receive an identification card.

  • ID card holders (Art. 9)

    Several groups can hold the identification card, from permanent residents to people granted political asylum.

    • Permanent residents and holders of a permanent residence permit
    • Foreigners who bought real estate
    • Qualifying investors and their families under Presidential decisions; people granted political asylum
