- Applicants outside Kuwait submit the application in person at a Kuwaiti consulate or embassy with a letter stating the reason, passport and residency permit copies and photos.

- At the Consulate General of Kuwait in Hong Kong: apply in person with a signed letter to the Consular Affairs Department (reason, passport number, length of stay in Kuwait), colour copies of current and old passports and Kuwait residency permit, local ID copy and three photos.

- HK$2,000Non-refundable, cash only, at the Consulate General in Hong Kong; other missions may differ
