- Apply in person at DSI or a Macao Government Services Centre, at self-service kiosks or via the Macao One Account app (BIR holders aged 16+), or by post from outside Macao.
- From abroad
- Obtain an application number via DSI's online Postal Application Service, then mail the signed application letter (with right index fingerprint), ID copy or authenticated travel document, and ten fingerprints taken by a local authority if no Macao ID card; pay online by credit card.

- MOP 50Normal; urgent MOP 150; postage extra for postal applications

- 5 working days (urgent: 2 working days)
