- How to apply
- Vietnamese citizens apply online by default through the VNeID app or the National Public Service Portal and can receive an electronic certificate. Foreigners and people without an electronic ID apply in person or by post.
- Fee
- ₫200,000Per request per person (online and offline from 1 Jan 2026). Reduced fee VND 100,000 for students, people with merit and martyrs' relatives; VND 5,000 per extra copy from the 3rd.
- Processing time
- 5 working days (from 1 July 2026), extendable to no more than 15 days if verification is needed
- Notes
- Online applicants' record is also shown in VNeID with the same value as a certificate.
Not confirmed

- Exact receiving office/address for foreigners who formerly lived in Vietnam not confirmed after the transfer to the Ministry of Public Security (older Ministry of Justice guidance page returned 502).
- Procedure for Vietnamese citizens and foreigners applying from abroad (embassy role) not confirmed.
- National Public Service Portal (dichvucong.gov.vn) refused the connection, so the procedure page could not be read directly.
