Provincial Nominee Program

PNP

Provinces and territories nominate people they want to settle there, and IRCC then decides the permanent residence application. There are two federal routes. In the Express Entry route (an 'enhanced' nomination), the nomination adds 600 points to an Express Entry profile. In the non-Express Entry route (a 'base' nomination), the person applies to IRCC for permanent residence through the online PR Portal. Each province sets its own streams and criteria. IRCC applies federal admissibility checks.

Who it’s for

Workers, graduates, business people and others who meet the criteria of a stream in a particular province or territory and plan to live there. Quebec and Nunavut do not run a PNP.

You need a nomination from a province or territory under one of its PNP streams. The province reviews its own labour needs, whether you meet the stream's minimum requirements, and whether you really plan to live there.

  • Intention to live in the province

Provinces assess whether you genuinely intend to settle in the nominating province or territory.

  • Federal Express Entry programExpress Entry (enhanced) nomination

For the Express Entry route you must also meet the requirements of the Federal Skilled Worker Program, the Federal Skilled Trades Program or the Canadian Experience Class, and have an Express Entry profile.
