Entry for non-seasonal subordinate work within the Decreto Flussi quotas

nulla osta al lavoro subordinato

Italy admits most foreign workers for employed (subordinate) work only within yearly quotas set by a decree of the President of the Council of Ministers (DPCM). The current DPCM of 2 October 2025 covers 2026-2028. An employer in Italy applies online for a work authorisation (nulla osta) on fixed 'click days'. Once the nulla osta is issued, the worker gets a national D visa at the Italian consulate, enters Italy and then obtains a residence permit for work.

Who it’s for

Non-EU nationals living abroad who have a concrete job offer from an employer in Italy willing to apply for a nulla osta within the yearly quota. Some highly qualified profiles (for example EU Blue Card, researchers) use separate 'outside quota' routes instead.

Eligibility

  • Job offer from an employer in Italy

The whole procedure starts with the employer's application for a nulla osta. The worker cannot apply for this route alone.

  • Quota availability

A nulla osta is issued only while quota places remain; the 2027 limits are set by the joint circular of 1 October 2026.
