Khmer people holding foreign passports
The K visa is for people of Khmer origin who hold a foreign passport. Cambodia's 2016 consular fee table lists it as free of charge when issued by a Cambodian mission abroad, with validity until the passport expires. It is processed in about 3 days.

Yellow fever certificate needed after a stay in countries with risk of yellow fever transmission (WHO list)
Travellers aged 1 year and over arriving from a yellow fever risk country (or after more than 12 hours' airport transit in one) need a valid yellow fever certificate.
