Foreigners can apply to the Supreme Court of Justice for a naturalisation letter. The Court's page says you need THREE years of permanent residence, counted from the date of the permanent admission resolution, under Article 148(2) of the Constitution. Applicants must be of legal age and show work, business or study activity in Paraguay. The application is filed through a lawyer.

Travellers aged 1 year and over arriving from Brazil, Bolivia, Peru or Venezuela (or after more than 24 hours' transit there) need a valid yellow fever certificate.
