Permanent residence for foreign investors
SUACE
This is a special permanent residence procedure for foreigners who arrive as investors and use the Unified System for Opening and Closing Companies (SUACE). SUACE is a one-stop shop of public bodies for opening and formalising businesses. The applicant needs an investor certificate from the Vice-Ministry of Industry and Commerce. The card is indefinite but must be renewed every 10 years.

Yellow fever certificate needed after a stay in Brazil, Bolivia, Peru, Venezuela
Travellers aged 1 year and over arriving from Brazil, Bolivia, Peru or Venezuela (or after more than 24 hours' transit there) need a valid yellow fever certificate.

Eligibility
SUACE investor certificate
An investor certificate stating that the foreigner is covered by the SUACE regime, issued by the Vice-Ministry of Industry and Commerce.
Clean records
From age 14, you need three certificates showing a clean record.

- INTERPOL certificate
- Paraguayan police certificate for foreigners
