Humanitarian reception visa and residence (acolhida humanitária) - currently Afghans and stateless people via partner organisations

Official name: Visto temporário e autorização de residência para fins de acolhida humanitária (Portaria Interministerial MJSP/MRE nº 60/2025; nº 66/2026 for Afghans)

Brazil grants a humanitarian reception visa to nationals of countries designated by a joint act of the Justice and Foreign Ministers (serious instability, armed conflict, disaster or grave human rights violations). Since 1 Jan 2026 the general rules are in Portaria 60/2025, which revoked the earlier country portarias for Syria (9/2019), Afghanistan (49/2024), Ukraine (50/2024) and Haiti (51/2024). Visas now depend on proven shelter capacity from a civil society organisation that has a cooperation agreement with the Ministry of Justice. The only designation found is for Afghans and stateless people in Iran, Pakistan or Turkey who left Afghanistan from 15 Aug 2021 (Portaria 66/2026, valid until 30 Jun 2027).
