For people in Mexico without regular status who are victims or witnesses of a crime, asylum, refugee or statelessness applicants, children in international abduction cases, or people whose vulnerability makes deportation or return difficult or impossible. It is free, carries no fine and gives a 1-year humanitarian visitor card that can be renewed.
